Job Purpose

We are seeking an experienced Commercial Manager to provide independent commercial leadership, governance, and financial assurance across all Property Services contracts.

This is a key role in ensuring contractor costs are rigorously challenged, value for money is achieved, commercial risk is effectively managed, and all contractual entitlements are fully realised.

Key Responsibilities

• Lead the validation and approval of contractor valuations, applications for payment, and final accounts.
• Independently review, challenge, and authorise contractor variation claims, ensuring there is sufficient evidence, contractual entitlement, value for money, and budget availability.
• Establish and maintain robust cost control processes across all contracts.
• Identify and mitigate cost leakage, over-claiming, and wider commercial risk.
• Provide commercial oversight of repairs, voids, planned works, and compliance contracts.
• Ensure contractors operate within agreed pricing frameworks and contract terms.
• Contribute to LTFP assumptions, investment modelling, and extension of time assessments where applicable.

Qualifications and Experience

• Experience in a commercial or quantity surveying role within housing or construction.
• A strong background in valuations, variations, and final accounts.
• Experience managing multi-million-pound contracts.
• Confidence in challenging contractor costs and controlling delivery.
• Knowledge of NEC and/or JCT contract administration.
• A degree in Quantity Surveying, Commercial Management, or equivalent experience.
• MRICS status, or progress towards membership, would be advantageous.
• Experience working with JCT and NEC contracts.
